PUNCAK — The humanitarian situation in Puncak Regency, Papua Province, is again reported to be worsening following a series of violent events targeting civilians in early May 2026. The latest incident in the spotlight is the death of a civilian in Omukia District, allegedly involving elements of planned violence amidst the ongoing conflict situation.
On May 5, 2026, a resident named Tarling Wanimbo was reported deceased in Eregobak Village, Omukia District. Based on information gathered from the field, the victim was allegedly targeted by gunfire while heading to the garden to search for food. This incident was initially reported as a hit-and-run event, but field data indicates elements of intent and the use of firearms that resulted in the tragic loss of the victim's life.
In a release forwarded by the Human Rights Defender (HRD), a humanitarian activist stated that this incident is a serious violation of the right to life of civilians who should be protected. "This event shows that the safe space for civilians is increasingly narrowing. The victim was merely carrying out their daily activities in the garden when the attack occurred," said the humanitarian activist. They also emphasized the need for full transparency in uncovering the actual facts behind the death of Tarling Wanimbo.
The series of violent incidents occurring consecutively in this region has triggered deep concern regarding the effectiveness of human rights protection in conflict areas. The humanitarian activist assessed that this escalation requires serious attention not only from the central government but also from independent monitors. "We urge for a thorough investigation to be conducted so that the perpetrators face valid legal accountability in accordance with applicable regulations," they added.
In addition to demanding justice for the victim, humanitarian activists also requested the state to guarantee the safety of civilians and open access for humanitarian agencies and journalists to the affected areas in Puncak Regency. This is considered crucial to ensure that monitoring of the situation on the ground proceeds without hindrance and to prevent further loss of life among civilians who are not involved in the conflict. ***
