INTAN JAYA - A civilian named Oto Sani Tigau was found dead in Mamba Village, Intan Jaya Regency, Central Papua Province, Wednesday (1/7/2026). The family who conducted the evacuation suspects the victim experienced torture before being shot dead by members of the Indonesian National Armed Forces (TNI) from the Maleo Post.

​Based on the initial physical examination by the family, the incident is estimated to have occurred three days before the body was found. This discovery extends the series of violence against civilians amid the ongoing armed conflict in the mountainous region of Papua.

​"We found indications of severe torture on the body of the victim before he was executed in the Mamba area," said one of the representatives of the victim's family, Wednesday (1/7/2026). The family is now urging for an independent, impartial, and transparent investigation from civilian legal authorities and human rights institutions to collect valid evidence.

​Meanwhile, a representative of the West Papua National Liberation Army (TPNPB) stated that violence against indigenous communities is increasingly escalating following the addition of security posts in Intan Jaya. TPNPB emphasized that Indonesian military operations in the area directly threaten the safety of non-combatant residents.

​This case has triggered demands from human rights defenders regarding the state's compliance with national law and international humanitarian law. This alleged unlawful killing (extrajudicial killing) is considered a violation of Article 28A and Article 28I of the 1945 Constitution as well as Law Number 39 of 1999 concerning Human Rights.

​Apart from domestic law, this incident is also highlighted based on the provisions of the International Covenant on Civil and Political Rights (ICCPR) and the Minnesota Protocol. These international standards oblige the state to conduct an effective and accountable investigation into every death suspected of being unlawful. (One Papua)
