TPNPB Demands Independent Investigation Into Alleged Massacre of Civilians in Puncak Regency

PAPUA – The Central Headquarters of the National Command of the West Papua National Liberation Army (KOMNAS TPNPB) has issued an official statement regarding the security situation in Kembru District, Puncak Regency, Papua. In a written statement delivered by TPNPB-OPM Spokesperson, Sebby Sambom, on Monday, April 20, 2026, the TPNPB reported an increase in the number of fatalities among Indigenous Papuan (OAP) civilians, which has now reached 15 people.

​The TPNPB explicitly accused the Indonesian military of being behind the attacks and massacres of civilians in the Kembru area. In the statement, Sebby emphasized that the Indonesian Government and its military apparatus must take full responsibility for the loss of life and urged that there be no attempts to scapegoat TPNPB forces for the incident. According to him, the TPNPB serves as the protector of the West Papuan people, fighting solely for the liberation of the land and its indigenous population.

​Furthermore, the TPNPB demanded that the Indonesian Government and military cease all accusations directed at their forces regarding violence against civilians. Sebby asserted that the TPNPB's position is a safeguard for the Papuan people; therefore, any form of criminalization against their struggle is viewed as a diversion of responsibility from the actual security actors on the ground.

​In relation to these allegations of gross human rights violations, the TPNPB issued a strong demand for the National Commission on Human Rights (Komnas HAM) of the Republic of Indonesia to take immediate action. They called on Komnas HAM RI to conduct a truly independent investigation and to remain objective in mapping the facts on the ground. The TPNPB also emphasized that if Komnas HAM RI is deemed incapable of conducting a credible investigation, the Indonesian Government is urged to immediately invite the United Nations (UN) Human Rights Commission to Papua to carry out an independent international inquiry.

​The Central Headquarters of KOMNAS TPNPB further stated that all actions pointing toward genocide and crimes against humanity in Papua are the responsibility of state security actors. The TPNPB expressed hope that the international community and human rights organizations would view the situation in Puncak Regency objectively to ensure justice for the civilian victims in Kembru. ***
